If that’s the case, and I do not know that it is, then its a game changer.
It is probably the only logical reason to explain his actions.
Like, he has left serious IEDs in the field, and did not activate them.
Maybe he got his pound of flesh, and is now just playing out the role.
Time will tell.

I remember the honchos getting in front of the camera from the git: “There was/is NO connection between the troopers and the shooter!”
Maybe a little ‘white lie?’ Maybe one of their own WAS an adulterer? Banging this guy’s brother’s wife?
I think, personally, they are not ending this party right now, deliberately.
I think, they are playing out a time span within which they can just grease this guy with impunity.
Out of sight, out of mind, “Oh, BTW! we just whacked that nut job running loose in the Poconos.”
