They may end up doing it upon themselves, without intention. Not only is there the Hajj coming up, but I can easily imagine a terrorist suicide bomber infecting himself with the goal to deliver the “package” to the US. Only problem is, such bravado is likely to set off a chain of infections in his own facilitators before he ever gets here.
