The bulges may be reinforced areas to keep their privates private. I don't know if cycling competition rules allow it, but my first guess would be some sort of padding to make the cycle seat a bit less abrasive.

I used to have one of these on the back of my Navy blue conversion van with a 'Spy Navy' [sic] bumper sticker directly above it. The air flow would cause it to rotate as I drove down the road. Got lots of great compliments on it as gas stations.

If one has to put those stupid plastic balls on their big ol’ giant pickup truck, it probably says something about them.Says a lot about people who see a big pickup and the first thing they picture in their mind is the man's penis. It happens all the time here on FR.
