I'd have a hundred little cells of 4 or 5 cause massive damage at smaller venues ... all timed within about a half an hour of itself ... giving zero the open door he wants for Martial Law and perpetual presidency.,
Every raghead actor would die via suicide vest or death by patriot/cop .. patriots would come out of the woodwork .. guns blazin' ... lawlessness for a week or two ... Martial Law called and zero's private army, well equipped and armed turned loose on the population ... and this reply will probably be pulled.

If I were to make a bet, it would be any one of a number of cities or towns near the Mexican border. They slip in (weapons probably already hidden here), do their dirty deed, and fight their way back across the border. In the ensuing chaos, the US government would be confused on how to proceed with going after them in Mexico. The Mexican government would also be in disarray. Obama would be in a quandary about shutting the border while the whole nation is in an uproar. Meanwhile, many people injured or dead. I don't think it will be a nuke. Probably coordinated attacks on large crowds with guns and bombs. That's a big reason why we need a border fence and tougher enforcement on illegals.
