I’d imagine that is already underway (from the description of the racial makeup of Ferguson over time). Gibsmedats have become like herd animals, following the taxpayers they need for their everyday maintenance; like other herd animals, they occasionally encounter a river or other natural obstacle that stops them in their tracks (while their sustenance moves further away).
Section 8 housing is a program to force gibsmedats on to taxpayer populations, similar to the Quartering Act prior to the American Revolution where colonists had to provide room & board for British troops. The government will allocate each pocket of productive people a share of America’s misery...
