What’s funny about “Just a Bill” is that he’s a totally unconstitutional Bill.
“School buses must stop at all railroad crossings” is not the purview of the federal government.

“School buses must stop at all railroad crossings” is not the purview of the federal government.
But at least in the cartoon it goes through the legislative process. In reality some bureaucrat at the DOT just issues a bunch of rules.
