It is not just instate tuition, it is usually free tuition, a little benefit that citizens could also use if only it were offered.

Assuming Rick Perry did give in state tuition to invaders (disgusting) Rand Paul is correct. It disqualifies Perry.

The legislation passed in Texas had very clear limitations on whether students would qualify for IN-STATE college tuition.
It applied ONLY to kids who were brought in illegally by the parent(s). Those kids must have attended schools in Texas and graduated HS with a GPA that would even allow them to attend a State college or university. They would still be competing for admittance with everyone else.
That’s the gist of the Texas in-state tuition for non-citizens, as best as I can recall. Those kids affected have lived most of their lives in Texas and grown up as Texans.
Rand Paul is attacking everyone he thinks might be a challenger to him in a primary election. He’s an ass!
I don't know if I'd call him an ass, but Rand Paul will never be elected president for a reason that he probably cannot control - his effeminate mannerisms and voice. His basic chemistry disqualifies him. And, again, I am not claiming that it is his fault in any way.

I don't think that there's anything Rand can do. In terms of body chemistry, he is what he is. They say that Lincoln had a high pitched feminine voice, but that was before television. And, with Rand Paul, it's not just the voice. His mannerisms are also feminine.
These invaders should hang their heads in shame that their parents stole an education in their behalf, be grateful for the free education they weren't eligible and go back to their homelands and spread their American values there.

Probably, but being in the Senate has its privileges. If Paul votes for amnesty he’ll say it’s to solve a problem that Obama, Perry, and others helped create. It’s good to be a senator.

Actors train for different roles, mannerisms, body language; vocalists are able to extend their range, and if you want to speak with a deeper voice, you go to a voice coach... that is all possible.
It’s all just a matter of being self aware.
A man steals your car and gives it to his kid. The kid drives it like it's his own. The police find him in it and the argument is made that the kid is in the stolen car but by no fault of his own. Should he be allowed to keep it?
Also, along with lowered tuition costs those ILLEGAL invaders also qualify for financial aid. This all costs Texas taxpayers about $100 million a year. That's in addition to the $1.1 billion Texas taxpayers already pay annually for supplemental English instruction for the children of ILLEGAL aliens.
This is all happening because the pro-ILLEGAL alien crowd in Texas found a way to circumvent IIRIRA, the 1996 federal law that disallows lower tuition rates for ILLEGAL aliens. That law said, among other things, that residency could not be considered in determining tuition costs. Again, the pro-ILLEGAL alien crowd found a way around the law and instead of residency, they said ILLEGAL aliens must have attended at least 3 years of high school and graduated to qualify. Clearly, high school attendance and the graduation requirement is a de-facto residency requirement. So La Raza Rick and his pro-ILLEGAL alien cohorts were slick enough to find a way around that law and because they did taxpayers are paying large. And this is the man some want for the next Republican nominee? No thanks.
