On Thursday, when a Malaysian Airlines plane was apparently shot down over Ukraine, a Ukrainian Buk anti-aircraft missile battery was operational in the region, the Russian Defense Ministry said, contradicting Kievs statements.
The battery was deployed at a site from which it could have fired a missile at the airliner, the ministry said in a statement. It said radiation from the batterys radar was detected by the Russian military.
The Russian equipment detected throughout July 17 the activity of a Kupol radar, deployed as part of a Buk-M1 battery near Styla [a village some 30km south of Donetsk], the ministry said in a statement.
The ministry said the radar could be providing tracking information to another battery deployed in the region, which was at a firing distance from the planes flight path.
Earlier Kiev said it could not have fired a missile at the passing civilian plane because it had no Buk missile launchers deployed in the region. At the same time the Ukrainians said the militias had no Buk systems in their hands, according to a statement from the countrys Prosecutor General.
After the Russian ministry came out with the statement, Bogdan Senyk, a spokesman for the Ukrainian Defense Ministry reiterated Kievs position, saying that "anti-aircraft missiles have not been deployed during the anti-terrorist operation ... they are all in place."

Why wait until the black box from the crashed plane is authenticated to investigate a specific claim about radar transmissions?
Surely the Ukrainian military/government has nothing to hide and will cooperate fully with these international monitors...
The Ukrainians aren’t hiding anything but the Donetskian Russian cossacks are.
The Ukrainians aren’t demanding to be in control of the crash site even though by international law they should be.
Demonstrably false with regard to both the Kiev sniper incident and the Odessa fire investigations...but lets agree there should be an accounting of the Ukrainian BUK missile systems in order to eliminate them from the suspect pool, starting with the specific ones the Russians allege were active in the area at the time of the shoot down.
Ohh I’m sure all their missiles will be counted.
Can you guarantee the same for the Russian BUK launcher headed back to Russia with two missiles missing???

Going around storms is a common thing for airliners to do. Was the weather bad that day? Turbulence reported? Also airliners traveling east to west often try to get in the Jet Stream by going a little more north or south. Where was the Jet Stream that day? Small deviations from a flight path are common for a multiple of reasons.
The unfortunate airliner was over 10,000 meters up so it was not in restricted airspace.
FAA has no authority over foreign carriers. Only US carriers are obligated to follow FAA regulations. The airspace the MA17 was in was not restricted to MA17, if the airspace was restricted MA17 would not have been there.
Actually there is yet a third possibility. We now have videos showing chaff falling down on the wreckage site. So a military plane could have been near the commercial flight, either due to circumstances or due to using the commercial flight as a screen. Then when a battery fired upon the military plane, it flew away dropping chaff near the commercial plane. The missile homed toward the chaff and exploded into the chaff or hit the commercial plane. Now the missile could have been fired by Ukraine or Ukraine Separatists. And the military plane could have been Ukraine or Russian. If true, we will probably never know what actually happened.
