There was once a time in our history (think 1950s and before) when average citizens could just walk into a hardware store and ask for dynamite, fuse and blasting cape. You’d have to sign for them and state the purpose, but that was it.
I remember my father using dynamite to remove tree stumps on our property (Annapolis Maryland), because digging was long, hard, hot, back breaking work.
