Lets go with the obvious. Grazing fees. The government does not plant, water, or provide the light to grow desert shrubs that cows eat. The shrubs naturally regrow on their own over the century despite being on the cattle menu. And if an area does get over eaten, the area or field goes into natural fallow, which the desert shrubs will eventually recover without any federal government intervention.

So what we have here is a government that has little overhead cost, but gain financially with very little effort. A financial windfall and money maker for government bureaucrats, an easy way to fleece cattlemen, to spend as they want. Does the fees go into an “AlGore lock-box?” I doubt that LoL. Have you seen the price of steaks lately? It’s better to return those fees to the tax payers at the grocery store.

Both, I would think. If you expunge the 'regulations' then you wouldn't need the people on the payroll to 'enforce' them, would you?
