I'm sure Michigan is like many other democrat-run states, and simply CAN'T find anywhere to cut in their budgets and give beleaguered taxpayers some relief. But they have money for this.
There seems to be a theme. Ypsilanti is represented by John Dingell(berry).

When I worked at a famous Fortune 70 corp, we had a mystery booger smearer. He would smear boogers next to the urinals. It was nasty.
