LAKEWOOD — A teenager was arrested and charged Tuesday night with bias crimes after he was reported luring or harassing females on the street, police said.
Police say the teenager intended to touch and knock down a woman from the Orthodox Jewish community as part of an MS-13 gang initiation.
Rafael Laurano-Flores, 18, was charged with obstruction, resisting arrest, three counts of bias intimidation and three counts of bias harassment, said Sgt. Greg Staffordsmith.
Police were called initially at 7:30 p.m. to the area of 5th Street and Princeton Avenue about an attempted abduction of a 16-year-old girl, Staffordsmith said. However, when police arrived at the intersection they were unable to locate the caller or the victim.
While they were searching, police dispatchers received a second call – this one from just blocks away, in the area of Princeton Avenue and 9th Street, about a man who was attempting to lure or follow a mother and her 16-year-old daughter, Staffordsmith said.
At the same time, members of the Lakewood Community Safety Watch were following a black 2001 BMW SUV that they believed suspicious, police said.

Hello - Would just remind everyone that the teenager in question is innocent until proven guilty. I asked for the police to elaborate on how they established this was a gang initiation, and they said they couldn't give more details at this point. For this initial story (about 12 hours after the alleged crime) the suspect's citizenship and legal status are not yet germane, in my estimation. If he is convicted and it has bearing on the case, the relevant details will be reported.
Define Black. With specificity.
“Bias” as opposed to “hate crime.” Guess it depends on who the victim is.
Notice how quick the authorities are to pile on “bias crime” charges when the victims are members of a privileged group.
In 95% of the cases we read about like this, the police are falling all over themselves to deny bias as a motive, no matter how overwhelming the evidence.
Of African origin. As opposed to of latin / hispanic origin (MS-13)
His father committed an Act of Love so his precious little boy could beat up innocent women on the street. Jeb Bush must be so proud.

If the FBI is NOT involved we can assume the teen is a member of a protected democrat victim group.
