Minnesota Senate approves anti-bullying bill

After considering 15 amendments and more than five hours of debate Thursday, state Senators approved a bill to strengthen bullying prevention in Minnesota schools.

The Safe and Supportive Minnesota Schools Act was approved with a 36-31 vote, mostly along party lines. The measure greatly expands Minnesota anti-bullying law that is now just 37 words.

It was a hard-fought victory, said State Sen. Scott Dibble, DFL-Minneapolis, the bill's primary sponsor.

"I'm very, very happy right now," Dibble said after the vote. "It's been a long road. It has been a decade in the making trying to convince people that this problem is real."

The bill still has to clear another hurdle before it becomes law. House members, who approved the bill last year, must agree with changes made in the Senate before it can be sent to Gov. Mark Dayton for his signature.

Members of the Democratic-Farmer-Labor Party and their supporters have said passing bullying prevention legislation was a top priority for this legislative session.

take away the words from the poor and ignorant so only the rich and educated can bully with temperament and fancy 4 syllable words; and the ignorant applaud their slavery- Hume is turning over in his tomb.

I thought the biggest problem facing us is “inequality”. ??

This makes it much worse. If an immature kid who is not quite balanced gets upset at stupid rules like this, there might be more vengeance activity out of school.

This is how homosexuals get into the schools. They don’t give a rats ass about regular kids. Normal bullying stops after a while. You either stick up for yourself or hang with a group that presents a united front against traditional bullies.

I can see it now.... Jack, walking down the hall, gets groped by Bruce and responds with “Hands off me, fag!” In a “heroic act of resistance”, Bruce punches Jack in the face. Jack is then expelled and sent to anti-bullying re-education class, while Bruce gets an award at the next assembly.

It is needed. I don’t know exactly what the bill looks like but bullying is a big problem in schools and the school districts are unable to contain it._

The bill would:

Introduce new sexually-explicit materials into classrooms
Exempt teachers from being classified as “bullies”
Enable schools to discipline or “remediate” (re-educate) students under the new “anti-bullying” policies without parental notification
Encourage students to report each other, which can be done anonymously, without opportunity for an accused student to face his or her accuser
Create new unfunded mandates on local school districts
Take away local control of school policies
Astonishingly, the bill does not require parental notification for either students who have been bullied or those accused of bullying.

The bill would give vocal special-interest groups access to Minnesota K-12 classrooms under the banner of creating safe, supportive school environments. It would require districts to consult with unnamed “community organizations” in adopting and implementing bullying-prevention policies. We can expect OutFront and similar organizations to play a central role.

This bill does not stop bullying.
