Unfortunately, that's incorrect.
The Constitution was created in 1787 and ratified nearly a year later. Four hundred years ago, Jamestown, the first permanent English settlement in North America, was founded.

On the IQ scale, 100 is exactly average. The range of normal goes from 90-110. 70-80 is dull normal, not at all in the average range. 70 and below is mentally retarded or mentally challenged or whatever words you want to call that.

It happened in Texas in redistricting to give blacks a US representative in the Houston area, so they carved out a cut up section of Houston, the district wanders around here and there so it would be mostly black where she lived and she has been the rep. since then.
I worked with the retarded for a couple years shortly after high school. What we refered to as “High Functioning” then was in the 40-50 range.
I remember several of the ‘clients’ being far more intelligent than I have seen in speeches by congress/senators. And that’s not a stretch. They spoke better, carried themselves better and displayed far more coherent ideas/concepts/understanding.
What we elected are in large part functioning morons that someone gave the Pavlov treatment, cleaned up and instruct to bark the proper tune on command. They probably do not possess an original thought that does not include TV listings, Ice cream or making their handler smile at them.
And if they do, I do not believe there is verifiable evidence available documenting an instance of it happening.
I am wholly convinced we are now living in a country modeled from the pages on “!984” being run by the government in “Idiocracy”.
We have Con/Senators that think Armstrong went to Mars, Guam floats, global warming causes polar vortexes, Islam is a religion of peace, Illegals create jobs and you have to pass things before reading them.
