The accepted definition of militia at the time of the Second Amendment was all abled bodied men. A change would negate the necessity of a standing army. We already have an army without a Commander-in-Chief, can the states protect themselves individually?

I would add a clause to the Second Amendment saying “It is both fitting and proper to shoot anyone who attempts to infringe on this right to keep and bear arms. “

IANAL, but whenever I read the 2A, I think the intent was to protect the individual right to keep and bear arms, and also to allow these individuals to form themselves up into militias, independent of the Federal Government, where they could practice, drill, and train with their arms in order to be more proficient at protecting either themselves or their country when they were threatened.
