Lots (maybe most) of the "Contact Me" forms on the Congressmen's websites work that way.

In some respects, I can't blame them. Why should Boehner give a damn about what anyone outside his district has to say to him? If/when he ever does care, he can ask his caucus.

Because as Speaker of the House, his caucus is the United States of America. Ohioans elect him but his spinelessness has helped sell my unborn grandchildren into debt slavery.

So when I've got something to say to him, I damn well expect him to listen.
