Seven House-Passed Bills President Obama Signed that Repeal or Defund Parts of His Health Care Law

The House will vote on H.R. 45 this Thursday to fully repeal the president’s health care law, which is driving up costs, jeopardizing seniors’ access to care, and making it harder for small businesses to hire. While our goal is to repeal all of ObamaCare – and this will be the third time the Republican-led House has voted for full repeal since 2011 – we’ve already succeeded in repealing and defunding parts of it. Here’s a look at how seven bills* signed by President Obama helped dismantle provisions of his health care law to protect our economy and save taxpayers tens of billions of dollars:

H.R. 4: Repealed the small business paperwork (“1099”) mandate: The paperwork mandate was called “one of Washington’s dumbest ideas” – it would have destroyed jobs and “hit start-ups hardest, not to mention farms, charities and churches.” House Republicans kept their Pledge to America and repealed it. H.R. 4 also reduced exchange subsidy overpayments by $25 billion.

H.R. 1473: Cut $2.2 billion from a “stealth public plan” and froze the IRS budget: H.R. 1473 undermined ObamaCare by cutting $2.2 billion from the “Consumer Operated and Oriented Plan” (CO-OP) program – a “stealth public plan.” It saved $400 million by eliminating “Free Choice Vouchers,” which The Hill warned “could lead young, healthy workers to opt out” of their employer plans, “driving up costs for everybody else.” And it ensured the IRS wouldn’t receive additional funding for new agents to enforce the president’s health care law.

H.R. 674: Saved taxpayers $13 billion by adjusting eligibility for ObamaCare programs: This bill not only repealed a devastating IRS withholding tax – it saved taxpayers $13 billion by changing how the eligibility for certain programs is calculated under ObamaCare...

sergeantdave, I appreciate your thoughtful reply. The thing that triggered my “discomfort” (a word that substantially minimizes the anger I felt) upon reading Boehner’s bragging was that he NEVER thinks ahead—I think he's incapable of strategic thinking.

The first thing he bragged about was H.R. 4 which repealed the 1099 feature of Obamacare. First of all, H.R. 4 is NOT NEW — it was enacted in April 2011, over two years ago. The Democrats WANTED the 1099 feature repealed and John Boehner foolishly accommodated them. The Obamacare 1099 provision expanded the 1099 reporting requirements to include all payments from businesses aggregating $600 or more in a calendar year to a single payee and was to go into effect for all payments made after Dec 31, 2011 (i.e., in the election year of 2012). It would have caused chaos (which wouldn't have been good) but it would almost certainly have resulted in very different outcomes in the 2012 election. IMHO the Presidency, the Senate and the House would be in Republican hands today had that provision gone into effect and had the spineless Republicans forced the Democrats to OWN Obamacare. Obama would by now have been repealed in its entirety.

The sad thing is that some of us who don't agree with Boehner’s approach (as laid out in the linked Boehner office propaganda piece) and expressed our views in this thread were attacked by fellow FReepers with claims that we must not have read the linked item.

I’m impressed by your detailed knowledge of obumacare.

I guess where we disagree is strategically. For example, my state is about to make the implementation of obumacare illegal. That means that the 1099 feature won’t matter regardless.

I think that we’re both looking at obumacare from different viewpoints. You see details; I see width.

Let’s hope that both views come together to destroy Buckwheat and his thieving, racist, Nazi healthcare plan.
