The establishment and Free Exercise clause forbids the state from allowing itself to support any religion. The free exercise clause prohibits it from denying free exercise of religion to anyone.
IMO this action does not at all abridge the religious freedom of a christian. It simply dissuades a proselytising individual from abridging the freedom or religion of another.
Pretty sure an order banning proselytization would stand supreme court scrutiny.

Here’s the deal. We have a list of things regarding Obama that is about as long as the Universe is wide. Most of them are completely legit, some are a little borderline, still others I think are thrown in the mix to make us look like kooks. I spent 25 years in the US Air force. There were no mandatory religious meetings. In 25 years, no one ever ordered me to believe. There was a lot of peer pressure at times to go bar hopping, perhaps, but never any to go to church.

Actually, it means that advocating and practice of sodomy is just fine with this administration but objecting to it as a sin and denouncing it on the basis of religious faith/belief will be treated as a violation of the UCMJ.
