It flew just fine until the legislature changed the law. In no small part due to the efforts of Suzanna Gratia Hupp, who parents were killed in the Killeen Luby's massacre.
Although admittedly by a few decades ago, the law was enforced pretty much against everyone, especially in the larger cities, not just Black and Brown folks.
