In skeet there can also be a running clay on the ground often called a ‘rabbit’. I’m ok on trap but prefer skeet closer to hunting season to get me back in semi shape - but long and short is some skeet sets have low runners.

You’re thinking of sporting clays - not skeet. Skeet targets are launched from either a high or low house on the same line - though the air - every time.

You might be referring to generic sporting clays in general. But, in tournament skeet on a tournament skeet range, there are no “rabbits” or “low runners.” There is one “low house” that throws them at a climbing angle, and one “high house” that throws them straight out.
