True, but the Governor could use the executive branch as HIS bully pulpit and raise a big stink about this. If the roles were reversed, demoRAT socialist governors (and especially 0dumb0) never shy away from attacking anything on the conservative side or their policies & agenda. But Repubs constantly meekly hide behind some garbage piece of protocol that the RATs ignore all the time.
