I really don’t think any of the politicreeps are innocent. Just about the time you think one of them has a brain and the interest of the people at heart they make some stupid statement like this. They’re special, they need to be protected more than the simple minded and must less valuable electorate.

There are already short (Avenger) and medium range missiles protecting DC. Most of the batteries are documented on Wikimapia.
Beyond that, given that the missile threat will be ICBMs, the best defense wouldn’t be Iron Dome but rather Aegis criusers and destroyers with SM3s and the anti ballistic missile upgrades stationed off the coasts

If Paul is concerned about terrorism, terrorism is almost totally done by Muslims.
Muslims understand best power and vengeance - therefore, when the next Muslim terror attack occurs, level the Muslim community most associated with that group.

Then announce that the next time such an attack occurs, two communities will be destroyed, three the time after that, four if another attack occurs,

If any Muslim attacks occur after that, Islam will have proved to be intolerable and will be erased from the face of the earth by the following means:
1. Muslims will have to level their mosques.
2. Muslims will have to level their madrassas.
3. Muslims will level all Imam dwellings.
4. Muslims will execute and publically display the bodies of all Muslim leaders such as Imams, madrassa teachers, etc.
5. All Korans must be burned.
6. Any Koranimal found with a Koran will cause the immediate destruction of that entire community.
Isalm is antithetical to, and irreconcilable with, America - and the entire non-Muslim world.

The will to use our existing resources to blow the crap out of the nork and iranian ICBM/nuclear weapons capability would do much better than building any defensive system..... Cheaper too.
