The Vancouver Police Department arrested a man for Driving Under the Influence of Marijuana in connection with a deadly crash in Vancouver.
Investigators said the driver hit and killed a pedestrian around 5:50 p.m. on East Mill Plain Boulevard and Andresen Road.
Police say the victim, a male in his 50's, was believed to be walking back from Safeway and stepped out into the middle of traffic.
The driver, Scotty Rowles, was driving westbound on East Mill Plain Boulevard and could not stop his car in time, according to police.
Detectives says Rowles cooperated with the investigation, but after interviewing him they determined there was enough evidence to arrest him on suspicion of driving under the influence of marijuana.

Smoke, smoke, smoke that cigaret. Smoke, smoke, smoke it ‘till you smoke yourself to death!”
Vacouver, Washington, or Vancouver, British Columbia?
Ban cars as they kill people.
“and stepped out into the middle of traffic.”
“Police say the victim was close to two different lit and controlled intersections, but chose to step out into the middle of traffic, which would clearly put him at fault.
However, because Rowles was believed to be under the influence of marijuana, Washington State law says he is technically at fault, according to police.”
Sounds like he forgot where he was when he was DUI. So, it doesn’t really matter which country ~ he’s been busted!
You step out into traffic and get hit. So it is the drivers fault could he avoided maybe maybe not
and so it starts!
so predictable. Liberals NEVER think through the consequences of their policies.
I believe it’s WA. Now, where is the outrage against the automobile used in this heinous crime? Obviously we need to do something about these killer vehicles. Of course driving is not guaranteed in the bill of rights but I’ll bet you would get an argument from a lot of folks who think it is your right to drive.

I’m always told by pot heads that marijuana doesn’t affect you like alcohol. Silly me for believing them.
they do this to people drinking all the time, so yep, it should be applied to pot also.
Does the word “dope” refer to the substance or the moron using it?
In this case, it seems the biggest dope was the one standing in traffic.
Exactly what I was thinking. They’ve created a whole new revenue source for government to nurture and exploit.
Within a decade there will be a half dozen different classifications of criminal intoxication from marijuana alone. Punishments will range from fines to mandatory (and expensive) rehab programs to prison terms for repeat offenders. A joint in an ashtray will be the same as open intoxicants.
There’s a reason I quit drinking.
I thought the problem with pot legalization was that there was no test to see who is actually under the influence so they could be prosecuted for driving. No evidence? No conviction.

Just wait for the libertarian pot advocates to come here and tell us that it isn't the pot to blame because:
Technically, they are correct. Alcohol doesn't give you the munchies.
“Police say the victim was close to two different lit and controlled intersections”
Apparently the intersections weren’t the only things that were lit...
