South Carolina Gov. Nikki Haley (R) has narrowed her list of potential Senate appointees down to five — including the state’s former first lady Jenny Sanford. A person close to the process confirms that the five names under “active consideration” are Sanford, Rep. Tim Scott, Rep. Trey Gowdy, former state attorney general Henry McMaster and Catherine Templeton, the director of the state Department of Health and Environmental Control.

Jenny Sanford has done nothing to even be considered for this spot except play the victim of a cheating Husband. She knew for many years her Husband was a cad. Should she be rewarded for putting up with that? This kind of sympathy only plays well for Dems.

The problem with picking Scott is that it would require an expensive special election in a district the Dems may try to contest. Haley may be better off picking McMaster as a seat-warmer until 2014 and Scott can run for that vacancy and Trey Gowdy against Graham.

Trey has a conservative fan base coast to coast, after his splendid remarks and righteous anger has been covered on many important occasions by FOX. I know because I am a huge fan.
I disagree, SC-1 has a Cook PVI rating of R+10 and has been continually GOP-held since 1981 during the Reagan revolution. I don't think the RATs (especially the notorious weak SC RAT party) has any shot at that seat, whether Scott is the incumbent or whether it's an open seat.
Better to pick him now to slap down the RATs latest "GOP hates minorities" meme they've been circulating for months. It would make headlines if the first black Senator from the south since reconstruction was a Republican. By 2014, Obama's re-election will be a distant memory, the GOP "minority problem" will be old news and McMaster will be little more than a low-key reliable GOP vote for the next two years while Obama is in the position to do the most damage -- we need an outspoken conservative that can't be bashed as some mean ol' WASP who wants to "take American backwards", blah blah blah (I know, the RATs will call Scott every name in the book: Oreo, Uncle Tom, etc.) I think Jim DeMint was way overrated the way some freepers worshipped him, but there's no denying he was an outspoken conservative unafraid of criticism, and we need more of that in the Senate now.
Waiting until 2014 means a hotly contested GOP Senate primary with Scott facing a costly campaign against a bunch of establishment Republicans. IF he wins the primary, the media will just excuse it by saying conservatives split their vote and he got it by sheer luck. We need to learn to strike while the iron is hot and we have a unique opening. The RATs do it all the time.

I agree, having Scott run in an open-seat primary likely will result in a huge field in which God knows who will finish first and second to go to the run-off. And even if Scott survives the primary, he would have to run in the election without the benefit od being the incumbent. I’d much rather have Scott join the Senate in January even if it means that there would be a special electiom in SC-01 during the summer. And I am not worried at all about the SC-01 race—the CD is a couple of points more Republican than the state as a whole.
calm down, those were just the first two name sthat came to mind of folks who aren’t from SC. Same principle applies for Herman Cain, one of the Koch Brothers, Rick Santelli, Sarah Palin, Rush Limbaugh, Mark Levin, whoever.

Some sort of residency is a requirement. I don’t know the specifics. Residency is established in a variety of ways. IOW you can’t have someone with no connection to a state. Say a Newt Gingrich who is from GA but resides in the DC area, doesn’t lift a finger to establish a SC residency, suddenly being named a senator. I remember Hillary was not from NY but was determined to be its senator so she had to establish a residency there...the specifics might vary from state to state.
People have been saying that the House Speaker doesn’t have to even be a House member, and that is true. But that is very different than there being no residency requirement to run for office from a congressional district or from a state.
But I doubt she will name anyone not from SC. S Carolinians are crazy in love with being from SC. Period. Talk about angry if she named someone not from there.
Just looking at her history can be a clue to what she will do.
She enthusiastically campaigned for Mitt Romney so I would take a look at the field of ‘contenders’ to see which one endorsed her decision.
The other factor which may be in play here is which one of the field actively supported her campaign for Governor.
My personal opinion is will be looking at the current state of mind in the country that Conservatism is wandering in the political wilderness and will select on that basis.

Speaking as a South Carolinian whose heritage extends back past my great grandfather, the confederate soldier born 100 years before me, I am highly offended by that statement, you Rangerettes obviously know NOTHING about Carolina, the truth is we are JUST PLAIN CRAZY!!!

Forget seat warmers. Get the man we want in so he’s in. An open seat means be could lose to some douche and that no one viable will consider running against Graham in the primary.
And while I HATE creating House vacancies, we won’t lose that seat.
The SC seat I’d worry about is SC-07. The non-viable Black democrat from Georgia did as well as Obama in the district, they might have won with a better candidate.
Those should definitely be SC’s two senators, and I would think it to Haley’s advantage to name Scott here.
The SC-07 has the second-largest black population in the state (after the black-majority SC-06) and held Romney to 54.5%, so it is as Republican as the state as a whole (Romney got 54.6% statewide). The fact that the black liberal Democrat from GA who ran for Congress in SC-07 basically matched Obama’s vote percentage should not surprise anyone, since Democrats not turned off by Obama wouldn’t oppose her either. And while some good-ol’-boy “moderate” Democrat (if he can win the nomination despite blacks and liberals forming a large majority of the Dem primary electorate) might increase the Dems’ percentage of the white vote, Congressman Rice has two advantages going forward: (i) 2014 is a non-presidential year, and black turnout will be much lower, and (ii) in 2016 and beyond, he’ll be fairly entrenched, plus black turnout is unlikely to match 2012 levels without Obama on the ballot (plus Horry County is growing so fast that the white percentage of the CD’s population probably will grow).
I find it surprising that “Just-Us” didn’t force SC to draw a 2nd Black majority district (not counting Scott). Still, if we have a bad turnout year, the Dems could conceivably take a majority under the current lines. If we keep it at 6-1 for the remainder of the decade, no worries, though if we lose any of the seats, drawing a 2nd seat to keep the other 5 safe is something to consider for 2022.
As you may recall, I preferred drawing a second black-majority CD in SC, which would (i) protect against the possibility of judicial redrawing of the districts, (ii) keep 5 CDs 100% safe for Republicans and (iii) make it extremely difficult for RATs to draw a map that favored Democrats if they gained control of the SC legislature and governorship by 2022 (since it would violate the VRA not to have 2 black-majority CDs once they have been created). But that’s just me: I’m a strong proponent of “safety first” and of packing Democrats whenever possible even at the cost of picking up an extra GOP CD. If we hold a 6-1 delegation for the rest of the decade—and the only seats truly at risk are Mulvaney’s SC-05 and Rice’s SC-07 (the SC-01 and SC-2 are theoretically winnable for Dems, but at 59% for Romney in spite of historic black turnout I’m not too concerned about them), I think that Republicans should go for 6-1 again in 2022 by expanding the black-majority SC-06 (which likely will need to pick up population once again) to take in black precincts in the SC-05 and SC-07, and have the SC-03 and SC-04 take in some more marginal (due to relatively large black population) counties to their south, and thus draw 6 CDs that are a couple of points more Republican than the state as a whole.
The irony that the very election and presence of Tim Scott in SC-1 is proof positive that the VRA should be done away with (ditto Democrat Steven Horsford in the new NV-4). It is nothing but protection for Democrat seats, for which Republicans enjoy no such similar measures (aside from perhaps the Cuban seats in Florida, but that didn’t help us to hold all three).
