So he issued the order to stand down as he placed the lives of Libyan Protesters above those in the safe room.
It all matches up good as any other explanation.
So the cover up didn't start until it became clear that they actually were terrorists later on. That's why the confusion with Petraeus and Panetta now. The decision was at the time, perhaps, a judgement call and the POTUS erred on the side of a few dozen Arabs over a couple of Americans.
We already KNOW that this is how the RoE are elsewhere in the Middle East, so we should expect nothing better here.
The Press may know this too. They certainly agree with the RoE. They would easily trade a few SEALs for the lives of oppressed Arabs that we might call terrorists anyway....(man-caused disaster creators.)

I think your explanation is spot on. I too think that 0zer0 saw what was going on and really believed it was a protest like the Cairo protests earlier. But that was his mistake. He then made the decision to stand down, and by the time he realized this wasn’t a protest but an attack, it was too late because everyone was dead.
The libs will try to excuse 0zer0’s mistake on the “fog of war”, but as Genoa said below, that doesn’t hold water because they were watching the attack in real time, and had real time calls for help that 0zer0 turned down. That can never be spun as mistake, but will only be spun as either gross incompetence or deliberately turning you back on Americans in need.
They had no choice but to run with the “video” as the cause. When it all became clear as the intelligence poured in, this was Al Qaeda, the mistake was known to everyone in the WH.
So they had to go into cover up mode, and have been in cover up mode ever since to protect 0zer0. The problem for the WH is more than one player is not going to fall on their sword for 0zer0. We have already seen that with some of the retired military, and expect the newly “fired/retired” admirals will sing. The WH knows they can’t keep the lid on this forever, they are just trying to get past election day.
We have to keep pushing this past the lamestream media so it keeps getting traction so the leaks keep building until the lamestream media is forced to cover it.
This also explains why Bill and Hillary had a legal team look at all this. These emails will come out eventually. Whoever has them, can send copies to more than just 2 networks. They are just waiting for those networks to launch, and if they don’t they will send them somewhere else. I wouldn’t be surprised if the “fired/retired” admirals didn’t leak them, and that is why they were relieved of duty.
What is really sick is 0zer0 saying “we will hold whoever made mistakes accountable”, when he knows that it is HIM who is responsible. He is such a narcissist that he can’t help but look for a scapegoat somewhere else. He truly is evil, not just incompetent.
