That's false. The TANF breakdown by race/ethnicity by the federal government has it being 31.8% white, 38.0% black, and 24.8% Hispanic. The false meme of "most welfare recipients are white" comes from counting Hispanic as white.

Chris Matthews is becoming a parody of himself. It becomes obvious with each passing month. His ratings will drop and he will become another fallen media angel seeking his first estate and shall never find it. He shall become like Rather and Brokaw and shall cease from the airwaves of relevance.
Somehow the DNC thinks it’s more productive to have a demented old white guy screaming racist all the time than it is to have his buddy Sharptung out in front. Does “racist” mean more when a white guy says it?
