Back in 1960, BCs came in regions or batches, looked at by a human being, and coded. This document would have been coded, then re-checked, than signed by VK (Verna)Lee (Leigh?). Every document was coded the same way, then numerically numbered by batch. These forms were checked twice.
Looking at O’s BC, there is a #9 in pencil by the Race of father and the hospital (?), they didn’t know what that meant, but when going to Hawaii, we discovered the significance of this number. It meant it was unknown. Those fields should have been blank. Why is there info in the fields that should have been blank?
OK, so the handwritten pencil number codes are done in batches by hospital/island. They are for statistical data for population for vital statistics.
Nordyke coded with #1 but O’s was #9 = why was this different?
Answer = #9 indicates “not stated” so the “African” race should have been left blank. IOW, LFBC has been tampered with.
“Race not originally provided as many here suspected. African not used back then.”
Yep. Just like everyone born around that time kept saying.

bringing up what many here have said and knew that BC’s could be given if born in another country - like Japan.
And that you can’t vet a President born in Hawaii without supporting evidence.
1955-1982—You could come in and declare a birth, as long as you were an adult and could prove residency.
In 1982, they expanded the program, if you are an adult you can declare a birth of a child anywhere in the world as long as the parents were legal residents (NOT CITIZENS). This would be a way to bypass immigration and naturalization laws. Hawaii is the only state to do this.

HI law at the time stated anyone could come in and claim a birth. Lots of Japanese were doing this so it became a problem. In 1982, they expanded that law to have an adult, even not a parent, state that parents were at some point residents or paid taxes in HI for 12 months before birth, and that person could get a BC from HI. It didn’t matter if the parents were citizens of HI. “Rampant BC fraud.” HI is a border state.

Hawaii rules allow anyone after 1982 to claim to have been born in Hawaii and, thus, claim U.S. citizenship. This makes Hawaii and border state and it creates lots of problems for the U.S.
