Please pardon my “French”, especially on a Sunday, but I say to H*!! with lawyers! The writer is most likely well aware that lawyers think they rule the roost. He is calling on Penn State to do the right thing, regardless.
Do the Right Thing for once!

I take it as rhetorical. It does illustrate that the litigious society does have a tendency to encourage dodging of moral responsibility. Nothing is ever a wrong for which forgiveness must be asked. Everything is an inadvertent mistake or an oversight. (Broadly generalizing here of course but I hope to get the idea across.)
