I doubt Roberts ever was one of us. Reagan was, but even he signed shamnesty version 1.0. Reagan was stabbed in the back by the Democrats in Congress, who refused to fund the enforcement provisions of that amnesty bill after Reagan signed it.
Someone posted a very good reading of the history on that exact bill today, but the above is pretty much common knowledge.
