Mayor Antonio Villaraigosa called Thursday for Los Angeles officials to speed up his proposal for reducing pensions for new city employees.
In a letter to City Administrative Officer Miguel Santana, Villaraigosa asked that his proposal to increase the retirement age, require larger contributions from workers and a cap on benefits move ahead as quickly as possible.
Voters in San Diego and San Jose on Tuesday overwhelmingly approved separate proposals designed to rein in pension costs.
In San Diego, voters said they wanted to freeze all salaries for six years and require new employees to be switched over to a 401(k) type pension system.
In San Jose, voters called on current employees to increase their pension contributions or agree to accept reduced benefits.
Villaraigosa said L.A. needs to directly address pensions, one of the biggest expenses the city faces in its $7.2 billion budget.
"A critical component of the budget I proposed for next year is a pension reform plan for new civilian employees," Villaraigosa said, adding he wanted a report to the Executive Employee Relations Committee as soon as possible to try to get the reforms in place by July 1.
Voters already have approved reforms for the police and fire pension systems. Changes to the civilian system, however, only require action by the City Council.

Two tier compensation systems never work well in the long run.
They create a “them vs us” environment and generate resentment.
The lower, lesser compensated tier eventually works out ways to balance the scales - at least in their own minds.
They decide “if we are worth less, then we will give less and will take more when we get the chance.”
I knew a government employee who once told me “They pretend to pay us, and we pretend to work.”
Considering that was an old Soviet joke, that says it all about where we are now.
Meanwhile, how much is it costing Los Angeles to put LAVENDER colored lights up to bathe City Hall with such a color to HONOR the LBGT community????
I think we will see more pension reforms here in California . It seems that a lot of the pensioners move out of state once retired to enjoy a large pension and a low cost of living. Once they are out of the state they are no longer a constituent and have no political power in the state of California. Why would the mayor of LA care about a pensioner living in Las Vegas or Oregon?
It is worth noting, and we should consider it vindication, that these liberals are now having to push these reforms that had previously been the purview of the “right wing”. L.A., NY, Chicago... All starting to realize that they can’t have it all.
