T- limit the bills from Thirty to Three-hundred pages
Shouldn’t this be:
T- limit the bills to no more than Thirty pages single sided using 12pt standard Font with no more than 1200 characters per page with characters being defined as [a-Z, 0-9] with punctuation characters being counted.
You got to explicity define things because the weasels will weasel their way around any limits unless they are explicitly technically defined.
