Normally I would say that talk is cheap but given POTUS's record, that no longer holds. If after 3 1/2 years he hasn't made any headway in leading the country out of recession, it would take a stone cold fool to believe his rhetoric on what he will do in a second term.
This administration is all talk and it's costing us $1.5 trillion a year.

A thing that is neither quantifiable or provable in any way, just something else he has pulled out of his sorry a$$ and gullible voters by the millions buy into it.
