GOP strategists: Puerto Rico Gov. Fortuno is a sleeper vice presidential pick

Puerto Rico Gov. Luis Fortuno (R) is a sleeper pick for the No. 2 spot on the 2012 presidential ticket, according to GOP strategists.

Republican front-runner Mitt Romney has kept his cards close to his chest on vice presidential prospects, saying that it would be “presumptuous” to think about it before winning the nomination. But in a recent interview with Newsmax, he described Fortuno as “a solid conservative and a firm leader.” He also dubbed Fortuno “one of the great leaders of our party.”

Most folks here are confusing statutory citizenship with an eligibility requirement to be President. They are not the same.

BHO2 is not a Natural Born citizen. In fact, he has only claimed to be native born, never a natural born citizen.

If that is true, and I believe it is, and since BHO2 has been allowed to serve as president, it will be impossible to deny "qualified" status to any one in future who is a native born citizen.

While some birthers are still falsely claiming Justice Thomas has been “evading” the question of Obama’s eligibility, the fact is, this is the real presidential eligibility the Justices have been joking about evading. A presidential candidate born in Puerto Rico.

Congressman Serrano(NY) was the chairman of the committee that funds the Supreme Court who was asking the Justices during their appearances, every year for over ten years, whether he would be eligible for the presidency because of his Puerto Rican birth. They would kid around, but never give him a straight answer. But they did say he could be a Supreme Court Justice.

There would also be the question of whether this man was born to citizen parents, and whether Puerto Rico itself is fully subject to the jurisdiction of the US.

He is at least second generation Puerto Rican-born. His parents were even citizens at the time of his birth in 1960. As for your last part, refer to the United States Code:

8 USC § 1402

All persons born in Puerto Rico on or after April 11, 1899, and prior to January 13, 1941, subject to the jurisdiction of the United States, residing on January 13, 1941, in Puerto Rico or other territory over which the United States exercises rights of sovereignty and not citizens of the United States under any other Act, are declared to be citizens of the United States as of January 13, 1941. All persons born in Puerto Rico on or after January 13, 1941, and subject to the jurisdiction of the United States, are citizens of the United States at birth.

There is NO QUESTION except from Birthers for whom there will be no satisfaction.

CF, we’ve been over this before. No freaking way. Fortuño has very little charisma, is pro-life but otherwise rather moderate, and brings literally 0 electoral votes to the table.

If Romney picks a conservative runningmate (who is particularly attractive to Evangelicals), campaigns as a conservative, and points out how dangerous Obama is, he will certainly carry all 22 states that McCain carried, plus IN and the Omaha CD. Romney would also be favored to carry FL, NC, VA and NH, and perhaps NV as well. However, he would still fall short of 270 unless he carries OH (or PA or MI, but those are less likely than OH), and to do that he needs to carry blue-collar conservatives in the state.

It seems to me that the obvious runningmate for Romney would be Sen. Rob Portman of OH, who is an intelligent, experienced, hard-working, charismatic conservative who is popular among blue-collar voters in OH and is a Methodist. He is sufficiently conservative so as to motivate conservative voters not to stay at home but would not scare more moderate suburban Republicans. Quite frankly, Portman would make a far better presidential candidate than Romney or even than the candidate I supported, Rick Santorum, and if he can deliver OH to Romney we should be able to stop Obama from vetoing conservative laws, issuing dangerous executive orders and appointing hundreds of federal judges, including a couple of Justices.

Portman is also young enough to run for president someday. And since OH has Republican John Kasich as governor, a conservative Republican would replace him in the U.S. Senate (maybe Jim Jordan or Ken Blackwell). It makes too much political sense for Portman not to be selected, and it would be a great victory for conservatives in a presidential race that has been extremely disappointing to say the least.

Well, nice try. But there is a news article on Free Republic at this time detailing BHO2 sending millions of dollars in U.S. tax revenue to his “home country” of Kenya.

Yeah, BHO2 was born in Kenya, which is why he DOES NOT have an original birth certificate in the Hawaiian Department of Health’s records vault.

The U.S. citizens born in Puerto Rico are not natural born citizens.

Where's it say that?

Fortuno was born a citizen. Therefore, he's eligible. However, if he wanted to vote for himself, he'd have to move to one of the fifty states or DC. Puerto Rico gets zero electoral votes.

Fortuno is not eligible to be VP, much less President.

The eligibility requirements are the same for VP and President.

Too little rigor when dealing with legal terms of art such as “citizen at birth” and “subject to jurisdiction” might lead some to believe that that statute conferred natural born citizenship, which term itself is a legal term of art for a status that cannot be conferred via statute.

It doesn’t say what you’re implying it to say, in other words. Revisit my comments above and understand that it is possible to be born in an unincorporated territory not fully subject to the jurisdiction of the United States.

Yes, Fortuno is a citzen. No, he is NOT a Natural Born citizen.

And yes, the eligibility requirements are the same for President as for VP.

Rob Portman is an acceptable running mate, but not a great one. On the plus size is that he helps in Ohio, has a middle-class background (but attended elite private schools as a child), and that conservatives have nothing in particular against him. But conservatives aren’t excited by him, either. Also, he’s tainted by having worked for the Bush Administration and is even more establishment than Romney. Also, remember that he’s only won one statewide election in Ohio so far, so he doesn’t guarantee it. I’d describe him as a middling choice.

The Protestant thing is not a big deal to most voters and I don’t think that a Mormom/Catholic Republican ticket will cause Evangelicals to support Obama.

I'm not sure that follows. Someone born in D.C. would certainly be a Natural Born Citizen. No one questioned that Barry Goldwater was a NBC, and he was born in the Arizona Territory. I guess the argument on the other side is that Puerto Ricans are citizens by statute and not under the Constitution, but, if the issue ever got to court, I would predict that the courts would say that Puerto Ricans are natural born citizens.

Not true. It depends on more than one factor, for example, if your parents are foreign nationals working in a foreign nation’s embassy. You are not a native born citizen unless your parents register your birth with local authorities in an attempt at dual citizenship.

Barry Goldwater was born in a territory with a different status than Puerto Rico. The Territory of Arizona was an ‘organized incorporated territory’ of the United States that existed from February 24, 1863 until February 14, 1912, when it was admitted to the Union as the 48th state. See post #25.

The Supreme Court would most likely NOT declare Puerto Rican citizens eligible to run for President or VP. Puerto Rico is NOT a state within the Union and has repeatedly rejected becoming a part of the Union.
