White House: Colleges must cover birth control for students By Sam Baker - 03/16/12 05:14 PM ET

Most universities will have to cover birth control in their students’ health plans, the Obama administration said Friday.

The Health and Human Services Department said student health plans will be treated like employees’ plans, meaning they will have to comply with new requirements under healthcare reform — including the requirement to provide contraception without charging a copay.

The contraception mandate has sparked intense criticism from some religious groups and Republican lawmakers. They say it violates employers’ religious freedoms by forcing them to provide a service they find immoral.

Religious universities will treat their student plans the same as their employees’ plans, administration officials said Friday. That means they will not have to directly offer contraception in their plans, but students and workers will be able to get birth control from their insurance companies without a copay.

Women’s-health groups praised the administration's announcement.

“For many women, especially college students, birth control is not only a health care issue, it is a financial issue. Covering birth control with no co-pays means college students will not have to choose between paying for tuition and books, or paying for basic health care like birth control,” Planned Parenthood Federation of America President Cecile Richards said in a statement.

Religious schools that self-insure, rather than contracting with an insurer, do not have to provide contraception to their students. How the mandate will work for the employees of self-insured religious institutions is still being decided.

HHS outlined three options on Friday and is asking for public comments on whether those ideas are feasible. Under those proposals, third-party administrators — the companies that manage employers’ self-insured plans — would provide contraception, similar to the role that insurers would play for traditionally insured businesses.

The third-party administrators might be asked to pay for the benefit out of other revenue streams, so that religious employers’ money doesn’t directly fund birth control.

HHS also suggested tapping multistate insurance plans to offer contraception for people who work at self-insured religious institutions. Those plans could receive a credit against other fees to help cover the cost of the benefit, administration officials said.

The Bamster is doubling-down and I wonder why. I really do not see this as a winning issue for the Dems.

Sure, it’s going to make the hard left happy, but he’s already got those votes. There is plenty of free or extremely cheap contraception available already, so this is not really going to have that much of an affect.

What it will do, what it has done, is irritate mightily the average middle class person who has to pay hard dollars for whatever pleasures he or she can get from life.

Seriously... this is a WTF?

Thank you NOT to all those who didn’t want to vote McCain and Sarah for one stupid reason or another or who voted for the “historical” 1/2 black.

I was scared to death when he won and it’s so much worse than I imagined.

Wonder if the same people will sit home this time. Nobody is worse than Obama. We don’t have the luxury of cutting off our noses to spite our faces- it’s a matter of life and death now.

Go to any branch medical clinic on any naval base or ship and you'll see a fishbowl filled with condoms, free for the taking. They've been giving them away for at least the whole nine years I've been serving.

The true believers that Obama surrounded himself with place ideology ahead of political calculations/polling. There have been multiple stories lately that support this. A shrewd politician would realize the wisdom of what you said - he already has their votes so why double down - but Obama is not shrewd nor are those who surround him.

Contraceptives for students....if they are married, they should pay for them themselves. If they are not married, they shouldn’t need them, and if they do need them, let them ask their parents to fund their follies, not me!!

If the insurance program is properly funded where the members pay the average cost to prevent anyone from being hit with huge expenses, then the insured students will be paying for this anyway. If every student (yes, I know the men aren't likely to buy birth control pills) gets the pill for $9 per month, then the insurance rate would have to increase by $9 per month plus some administrative fee. The only other way to pay for it is if the college subsidizes the insurance with tuition, so tuition would have to go up by $9 per month to pay for it.

Think of Marines/sailors arriving in port in XXXX country.....some contraceptives help protect against whatever you can get from boldly going where 130 or 140 have bold went before.

I'm not saying pre-marital sex should be encouraged but the military has been facing the "unfriendly port" issue for quite a while.

I said nothing about college. I responded specifically regarding the military. 10s of thousands, to 100s of thousands, and sometimes millions of dollars are spent training EACH individual servicemember.....now imagine them sidelined because they got VD from some Korean bar girl.

You can stand there and say they should be ordered...blah blah blah all day long. In the end they are going to do what they are going to do. Even with the 'free' condoms etc, I still know several guys that have had 'their bores punched' and several females with bastard children. There could be a lot more. The difference is the military is already Constitutionally subsidized by the taxpayer. Now, do I think TriCare should pay for abortions? No because I believe it is murder.

Do I have a problem with with TriCare paying for condoms in the hopes LCpl Shmuckatelli will remember to use one somewhere between excited and too excited to care? No. I'd rather that than have him catch some VD (that he'd deserve) and waste all the time, money, and effort training him - On top of his unit going in short.

I am a social conservative; however, I am smart enough to know that the military is not comprised of all choir boys. Remember, the military consists of people that are trained to KILL.

Naive, thy name is sadponies. And just how much do you think it would cost to segregate sovereign foreign port cities? I mean really, a ship ports in Lisbon, Portugual, to refuel, refit, and resupply. The Portugese are happy that, not only are we paying for supplies, but our servicemen have been trapped on a ship and have money to spend in their city. Ergo, they welcome our guys and our ships (or do you think we get 100% of our supplies from the US and they're delivered overnight by magic?). Now, the commander says to the Portugese government "screen out all the women with questionable morals from this part of the city......" I'm sure that'll happen.

There are places throughout the world where women will grope you publicly in bars aand won't let off of you; they're insistent. Yeah, some can resist the temptation of half dozen scantily clad women doing everything they can to boost your ego......reality says there will be more than a few that cannot.

I served on a carrier in the Med in the early ‘60s and there was always a container of pro-kits (condoms) near where we exited the ship to get into the liberty boats in foreign ports.

Just one way to further protect “government property”, don’t cha know.

The fine, fascist controlled, Congress passed BarryCare and handed total control of BarryCare to the Executive Branch. We The People granted the fascists complete Legislative control for generations and we're finally getting the glorious new nation the democrat fascists have been promising us ever since the late nineteenth century.

I'd be happy with insurance I could AFFORD. At my age, even basic health care coverage is very expensive. A fixed income just can't cover it.

Hopefully, the "fiscal conservatives" will now start to see the interplay between social and economic issues. As I see it, most social conservatives understand that debasement of a culture's values at large will invariably undermine its economic, religious, and political systems as part and parcel.

Trying to fix the fiscal issues without addressing the underlying cause is like slapping a band-aid on a bullethole. The left uses social issues to get its foot in the door, then through a combination of legislation, regulation and judicial activism, undermines liberty on all levels.

One of our candidates gets it, and knows that renovating the fourth floor of a building is pointless if the foundation is crumbling...even if your making really nice, super wonderful, elaborate renovations.
