New home building is to be one home on 40 acres. That's too small to farm in a meaningful way to the economy...It wasn't too small when tobacco was grown in Maryland. 40 acres was a big tobacco farm.

That’s because the tobacco farmers could only grow what they had government allotments to grow. It’s very tightly controlled. A tobacco allotment is a coveted thing.
