I agree with you both - the responsibility rests with the parents.

When we had young children, we solved the problem by not having a television. When the youngest was old enough, we got a beat up old one, BUT - I never allowed the kids to watch any show until I had viewed a couple of episodes myself. Some shows were then off limits (and Spongebob Squarepants would definitely have been), but others were encouraged (The Waltons comes to mind).

And no, cable TV was never in our home. And I'm happy to report that, today, it isn't in my grandkids home. Gee, sometimes parenting does work.
