I am watching the police news conference on NRK and they have revised the death toll at Utøya down to 68 and in the city up to 8. So some good news in this horrific tragedy. Remain cautious as they have not finished searching the government buildings for victims.

Probably some double-counts. You could have several lists of casualties from different people being combined, and some folk counted on more than one list. It's part of the fog of war. It's also why initial on-scene reports are almost always wrong.
I think I also heard that the killer accumulated tons of fertilizer for the Oslo bombings. Now that kind of purchase would send up tons of signals in America or Great Britain, wouldn’t it? What’s up with Norwegian intelligence and policing?

Not when you're running an agricultural business. This guy did, going by previous reports.
Someone did alert the police from what I have heard about a large purchase of fertilizer but apparently the police in Norway failed to act upon it. Of course how true any report is given this current body count revision makes one cautious.
He had bought a farm.
My guess is that if a farm in the US ordered “tons of fertilizer” it would be on some list and that it would approved.
At some point you have to trust that the farmer gets more satisfaction out of growing corn, rather than shooting kids.

A poll over the weekend showed that Norwegians don’t want any changes in the gun laws here.
He rented a farm in a very rural part of Norway and was going to grow vegetables so there really wasn’t any suspicion from that point.

What I’m hearing now is he bought the stuff illegally from a Polish source - and it did get him put on a “list” which the police thought was “not relevant.” Perhaps because he had the farm.
Oh, I think it would raise a flag, but if it were for a farm, I could understand why it would be allowed.
Now, if I ordered it for my 2,000 sq foot lawn, I can imagine that someone would be at my door asking questions.
Not the fertilizer which he bought from a Norwegian company but a small amount of chemicals the he needed from Poland.
