Asphalt should be nearly as cheap as gravel - it’s a cheap material that is laid down by a big, semi-automatic machine, not much manual labor involved. It would be very interesting to find out the real cost of a mile of paved road versus the graft-riddled, union approved cost that the gov’t pays.
