Great idea Randy, you must be a Harvard grad. Hey, I know a lot of guys that smoke an occasional cigar. Do you think this would be a good idea? Charge the occasional smoker as much as the regular 2 packs a day people. That way you could make up the revenue you could have got to cover health programs. The possibilities are endless on this idea. Don’t forget about alcohol taxes, to make the occasional sipper to pay a bigger share.
