BTW, within in the environment of any government agency at any time in history under any political system, there cannot ever be any possibility of a merit pay system that actually makes pay adjustments based on the merit of the employee or employees affected.
That's because the bosses within the system are selected for ability to kiss butt ~ and are never penalized for failure to manage, or for wasting money.
No boss in any government agency is ever rewarded or punished based on performance of their organizational elements.

Ahhhh...merit...what a concept. Pay raises based on how well you do your job...like the rest of us have to do.
Unions are the hotbed for hatching MEDIOCRITY. It' mini-socialism mentality is destroying business after business, and city after city. If you did that with fire, you'd be jailed for arson...but a business or city destroyed by unions is worse than fire - with fire, your insurance will help you rebuild. Nobody wants any part of a union-destroyed entity.
The sooner the entire country adopts these measures, the better. obama loves unions because they are the seed of socialism, breeding bloc voters for his majesty.
Upending unions is right up their with controlling spending and the deficit...it has GOT to be done.
One good rule of thumb to watch in the future is, whichever candidate - of either side - is getting big support from a union (any union), vote for the other guy/gal.

Ohio Tea Party is there!
Hundreds of protesters and Tea Party activists were expected at the Statehouse in Columbus today — and they arrived.
About 500 Tea Party supporters along with more than 1,000 teachers and other public employees showed up in full force as senators gathered to hear additional testimony on the controversial Senate Bill 5.
The demonstrations were peaceful, but loud and boisterous. Members of the Ohio Education Association were chanting that “teachers are united and will never be defeated” and accusing Tea Party members of “hating children, firefighters and policemen.”
Tea Party backers were chanting that they are defending taxpayers.

Notice that the teachers unions are absent. It’s been illegal for school teachers to strike in Ohio for over 30 years. They have no skin in this fight so they are sitting this one out. How’s that for union solidarity?

The Tennessee Senate voted yesterday to strip collective bargaining rights from government employees. It did not make such a news splash because Tennessee is a Right to Work state.

Then another article from an ANSWER article, “trying to stop Gov. Scott Walker and his allies from passing legislation designed to strip public-sector workers of collective bargaining rights, and to bust their unions.”
Hmm, strip of collective bargaining rights magically appears in both articles. Nope, no coordinated effort there.....
