According to Obama's schedule for today published by the Chicago Sun-Times, Obama will be speaking in front of assembled servicemen at Pensacola Naval Air Station at 12:10 p.m. EDT.
From looking at Fox's Major Garrett reporting live from the scene, the auditorium where the speech will take place is already filled with servicemen who will be killing time for the next two hours waiting for the POTUS & TOTUS Show to begin.
Obama's speech is scheduled to start just as Rush Limbaugh returns to the airwaves at 12:05 p.m. EDT after an extended leave for his marriage and honeymoon.

Now, if the Oil hits the Gulf Stream, Our Beaches in Florida will be ruined.
They require serious grooming. The hair is not “matted” it’s in ropes. They have to be tended to quite often.
