The domain name of the site smearing Glenn Beck would likely be covered by the Computer Fraud And Abuse Act of 1986 as well as libel and slander laws.

It's a form of harassment over interstate phone and communications lines(the internet) and would fall under the jurisdiction of the FBI.

Whomever put up that domain name could very well face serious legal issues, lawsuits and criminal charges in a Federal court.

Beck has a rock solid case against the scum who put up the domain name.
