The laptop searches started under Bush, although Customs has always had the authority to inspect and search anything being brought across the border before it enters the country. Napolitano & Co. have continued it. This latest story is that they are attempting to tighten the procedure, but it will not really change the outcomes, it will just make the a little searches slower.
