You know that’s how it always works. The guts of the Patriot Act were basically sitting on a shelf waiting for an event big enough to hand them to Congress with a chance of passing. The DMCA was mostly written by the big copyright conglomerates. The list goes on.
Congress is supposed to write AND REVIEW all legislation before it gets enacted.
We can see how well that’s working with hundreds of thousands of pages of tripe getting passed every year.
I actually have very little problem with a plan “sitting on the shelf” if involves steps that should be taken in case of a national emergency.
I have an emergency plan for disaster situations in my own life. Fortunately, my plans would have to only encompass tornadoes, power outages and such. Not an assault on the entire country.
I do have a problem with either party having an unconstitutional agenda waiting in the wings for the proper crises to present itself.

This video has exploded in the past few days. When I first saw it on Saturday it has 375 hits. On Sunday it was up to 70,000. And yesterday, Monday, it was up to 300,000.
Just checked YouTube. It’s now up to 400,000.
In a way, we’re lucky. I mean they are still willing to come for town meetings.
If it get’s to the point where they don’t even show their faces in public, we got a serious problem.

It wasn't quite like that. It was a package of things they'de been trying to get passed for over a decade, but Congress (Democrat and Republican run) always said no because it was unconstitutional. 9/11 gave them the climate of fear they needed to get it passed.

Such was the case, only it was both parties in the executive branch who wanted it.
Is it right? No. Did the Patriot Act protect us. Maybe. I can't for the life of me imagine that the government gets any useful info listening to random conversations about our Super Bowl picks or how to make Aunt Sarah's super duper chicken salad.
I really tried to research your comment regarding the effort to pass the PA for the last 10 years. I don't doubt your word. But could it be that that was when the intelligence was indicating a possible strike against the country?
I don't ask my dog to protect my house...and then put him in the backyard. He needs to be equipped to do his job.
