Nobody in the industry wants to produce stuff that won’t sell, and nobody wants to pay for something that’s wrong. So if a company is printing these up then they are just making what could be a costly gamble.
You are just ready to go when you know what to do, so art/layouts would be done ahead of time but nobody is going to waste materials.
Believe me I know, there’s been many a time we waited to hear who won something and then had to produce on a very short turnaround. Bumper stickers especially can be run off pretty fast, there’s no need to print ahead of time.
