Maybe you have a point, but why do you think we have laws? At some point, people need some outside motivation. That’s the whole point of having a government. I think the problem is too serious to just ignore and hope that eventually it will fix itself. I don’t think that is a good excuse. Maybe an executive order to declare all out war against gangs would provide some motivation for people to start wanting to take some responsibility. People murdering each other as a way of life is unexeptable, and if government won’t try to deal with this basic responsibility, then why even bother to have a government, because I look at it that this is one of their basic responsiblities.
The answer is culture. Some cultures allow violence as a means of social interaction, some don’t. It isn’t a race thing, either. Violence among southern whites is far higher than it is among whites living in the upper Midwest. The good thing, if I am correct, is that a change of attitude and approach in the American black community could solve the problem. Living in a culture of violence is something I would wish upon nobody. I hope that somewhere along the line the black community brings itself the peace and prosperity they deserve.

Government should deal with it the way it has in the past. Enforce the laws against murder and lock up the violent. BUT the only thing will change things in the long run is a profound change of heart in the black community itself. NOT something the government can do.
Yep - the majority of the murderers were non-white - but that’s just not headline material.

California breaks out Hispanic from non-Hispanic in their homicide arrest stats:
In 2005, of 1,956 arrests for homicide:In FBI stats, the Hispanics would be grouped with whites if they were offenders (there is no FBI crime statistic category for Hispanic offender). Hispanics are arrested for homicide at a rate somewhat higher than their % of population, while blacks are arrested at a rate almost 4x higher than their population19.7 percent (386) of arrestees were white.
48.4 percent (946) of arrestees were Hispanic. (35.9% of population)
24.9 percent (487) of arrestees were black. (6.7 % of population are black)
7.0 percent (137) of arrestees fell into the other race/ethnic group category.
And these numbers are skewed a bit because they only cover those arrested. Gang members doing planned hits are less likely to get caught than somebody who kills his wife in the heat of anger
In my research over the years on these stats, I've noticed that Americans of European ancestry are not significantly more likely to commit murder than Europeans of European ancestry.

This is a report that attempt to determine if there are more blacks in prison because of prejudice. It looks at things like victim surveys vs. arressts and imprisonment.
It makes a compelling case, that, if anything, black offenders are slightly less likely to be arrested and imprisoned.
