They are doing all this because they fear their oil will run out so they want to rely on tourism... Even today, only 10% of their revenue comes from oil. And I'd say they have a general commerce strategy that includes all sorts of businesses, rather than just tourism.

Thanks for this post. I am moving to Dubai in a few months with my family for my job. One of my co-workers told me that the hot new thing for expats in Dubai to do is to go to Yemen on vacation. He was serious. I guess soon I will become Cheesehead in Dubai.
