Wikipedia calls the PLA at 2.25 million, the worlds largest single employer. They also state size at "3.25 million if active paramilitary personnel are counted."

Assuming its close to accurate, China is going to have to increase their military size by 9 to 14 fold to get the 30 million employed. It will be noticed by the neighbors.

Lenin, Stalin, and Hitler were all noticed. Their neighbors are out numbered and their strongest ally military wise is too wishy washy when it comes to dealing with China in a firm manner.

***I suppose the best examples we have to proceed from in recent ChiCom history are
1) tens of thousands of Chinese soldiers lost in Korea;
2) millions of parents losing their children in the the 1960's "cultural revolution" and
3) the Tianenmen Square student democracy demonstrations.
In all cases, the ChiCom govmint shrugged off the criticism. In the case of a war against Taiwan with tens of millions of sons lost in the "great migration", it will probably be no different. China can afford to lose hundreds of millions of citizens.
