The response to 9/11 came as a nasty surprise. They were expecting more of the same--bleating and apologies--instead of which they got a vigorous reaction, first in Afghanistan and then in Iraq. 1 America would start bombing the Arab world
Causing
2 The Muslims world wide to flock to his banner.

When neither of these things happened he lost. Now it's just a matter of time and resolve to stay the course the President has set.
