Poor choice of words but I think she is trying to make a point so that natural citizenship is NOT granted to every Immigrant child born here in order to save our taxes, welfare system, hospitals, school taxes and social security. Bob Grant a raido talk show host in NYC on WOR stated the same for them and for welfare mothers and the mentally handicapped.
